A $100 million adaptive reuse project will transform a vacant commercial building in the Parramatta CBD into student accommodation for up to 600 Western Sydney University students.

Holdmark Property Group has partnered with the university to deliver the purpose-built facility at 10 Valentine Avenue, beside the Parramatta rail and bus interchange.

Construction and refurbishment work is expected to commence in August 2026, with the first students scheduled to move into the building in the fourth quarter of 2027.

The project will retain and convert the existing 14-level building, which contains about 16,000 square metres of commercial space and was completed in the late 1980s.

The property previously accommodated NSW Government offices but became vacant after several departments relocated to newer premises in Parramatta Square.

Holdmark chief operating officer Kevin Nassif said the project will give the existing building a new purpose while providing accommodation close to the university’s CBD campuses.

“This partnership will transform a vacant commercial building into a vibrant student community in one of the best-connected locations in Western Sydney,” said Nassif.

“Rather than demolishing an older building and starting again, we are giving an existing asset a new purpose through a major refurbishment that will deliver high-quality accommodation, outstanding student amenities and renewed activity in this important part of the Parramatta CBD.”

The co-living development will include dedicated study and breakout areas, gym and yoga facilities, music rooms, rooftop recreation areas, communal kitchens and shared social spaces.

Its location will provide students with access to public transport, shops, hospitality venues, employment opportunities and the wider Parramatta CBD.

Western Sydney University chief operating officer Bill Parasiris said the partnership will provide students with high-quality accommodation in the heart of Parramatta.

“This development will deliver modern, purpose-built accommodation within walking-distance of our Parramatta CBD campus, public transport, and the many employment, cultural and lifestyle opportunities Parramatta has to offer,” said Parasiris.

“Importantly, it will increase the supply of dedicated student accommodation in Parramatta, helping meet growing student demand while reducing pressure on the broader housing market.

“The adaptive reuse of an existing commercial building also demonstrates how existing city assets can be repurposed to deliver much-needed student infrastructure in a more sustainable way.”

Holdmark acquired the broader 2–10 Valentine Avenue site from Australian Unity in 2024.

The project comes amid continued public and private investment in Parramatta, including Sydney Metro West, Powerhouse Parramatta, Parramatta Square and the expansion of Western Sydney University’s presence in the CBD.
